A Peace Plan with a Twist
Donald Trump, in a recent statement, claimed that Ukraine showed no gratitude for the US's efforts to end the war. This statement comes amidst negotiations between American, Ukrainian, and international representatives in Switzerland, where a 28-point peace plan is being discussed. But here's where it gets controversial: the plan, according to some, was drafted by Moscow, not the US.
Poland's President, Donald Tusk, raised doubts about the plan's authorship. He questioned the source of Trump's 'peace plan' after Marco Rubio, the US Secretary of State, seemingly admitted that the text originated from Moscow. Tusk emphasized the need to know the plan's true author and its origins before any work could begin.
Unraveling the Mystery
The document was reportedly drafted by Kirill Dmitriev, Vladimir Putin's envoy, alongside Steve Witkoff, Trump's special representative. Language used in the plan suggests it was initially written in Russian and later translated into English. A group of US senators claimed that Rubio told them the text was not American but a Russian document leaked by Moscow. Rubio later insisted that the US 'authored' the proposal with 'input' from Russia and Ukraine, leaving room for interpretation.
Amid conflicting statements and a backlash from Republican senators, Trump softened his earlier demand for Volodymyr Zelenskyy, the Ukrainian President, to sign the deal by Thursday. Speaking in Washington, Trump clarified that it was not his final offer, leaving the door open for changes.
A War of Words
In a post on Truth Social, Trump avoided blaming Russia for the war, instead pointing fingers at his predecessor, Joe Biden. Trump accused Biden of giving 'everything' to Kyiv for 'free free free'. He expressed frustration with Ukraine's leadership, stating, 'UKRAINE 'LEADERSHIP' HAS EXPRESSED ZERO GRATITUDE FOR OUR EFFORTS, AND EUROPE CONTINUES TO BUY OIL FROM RUSSIA.'
European leaders have made their stance clear: most of the Moscow-drafted demands endorsed by Trump are unacceptable. Ursula von der Leyen, President of the European Commission, emphasized that Ukraine's borders cannot be changed by force. A cap on Ukraine's armed forces, she added, would leave the country vulnerable to future attacks.
Friedrich Merz, Chancellor of Germany, expressed skepticism about reaching an agreement this week due to 'current differences.' One western ambassador commented that Europeans would publicly praise Trump's peacekeeping efforts while privately seeking to 'rewrite' the plan and make it more sensible.
On Sunday, Rubio, Witkoff, and Dan Driscoll, the US Army Secretary, arrived in Geneva. They met with a Ukrainian delegation led by Andriy Yermak, Zelenskyy's chief of staff. Earlier, the Kyiv team had discussions with officials from France, Germany, and the UK, including Keir Starmer's national security adviser, Jonathan Powell.
European officials have coordinated their response, stating that the draft, as it stands, curtails Ukraine's sovereignty by ruling out NATO membership and setting conditions for EU accession. They argue that accepting such a plan would set a dangerous global precedent. It also excludes a Western peacekeeping force for Ukraine and limits where NATO aircraft can be based.
Putin, according to one official, is trying to turn back the clock on Europe's security architecture by 30 years and enforce demands made just before his full-scale invasion. Russia's president called for NATO's military forces to withdraw to their 1997 borders, before the Baltic states and Central Europe joined the alliance.
Zelenskyy has described his country's situation as an impossible choice: betray national interests or lose a major ally in the US. He has attempted to engage diplomatically with the chaotic White House, which seems determined to end the conflict on Russia's brutal terms.
'The bloodshed must be stopped, and we must ensure that the war is never reignited,' Zelenskyy wrote. A US official added, 'We hope to iron out the final details...to draft a deal that is advantageous to them [Ukraine]. Nothing will be agreed upon until the two presidents get together,' referring to Trump and Zelenskyy.
